Don't think the solutions to this question was posted but for this question we take the complement of the Chebyshev's eqn to get 1- (1/(4*100000*0.05^2))

Why do you take the complement of the Chebyshev's eqn? Because doesn't 15% to 25% mean that you are in that interval already?

The Chebyshev's eqn gives you the probability of guessing wrong which means it gives the everything outside the 15% to 25% interval so you get the interval by taking the complement.
